Deanna Langman

Montana PTAC Program Manager

Deanna Langman is the Procurement Technical Assistance Program (PTAP) manager in Montana. In addition to overseeing the statewide program’s financial and business operations, Deanna provides leadership and guidance to Procurement Technical Assistance Centers (PTACs) throughout the state. She is also a government contracting advisor for the Billings PTAC, located at the Big Sky Economic Development (BSED). Previous to joining the Montana PTAC staff in 2012, Deanna was a commercial loan officer and credit analyst supervisor at banks in the Billings area. For six years, she worked at the Small Business Development Center (SBDC) at BSED, initially as a business development specialist and then as the center’s director. Deanna earned a bachelor’s degree from Montana State University Billings and a master’s degree in business administration from the University of Montana. She brings a broad base of business management and consulting knowledge and experience to the Montana PTAC program. Deanna and her husband Scott have a blended family of five adult children and one grandson. In her leisure time, she enjoys cooking as well as hiking and traveling with Scott.

Rosalind Dix

Rosalind Dix

Government Contracting Advisor

Rosalind Dix is a government contracting advisor in Billings. Rosalind is a graduate of Washington State University where she obtained her bachelor’s degree in hospitality business management. She has a background in hotel management and has held supervisory and management positions in Portland, Seattle, and Billings.  Rosalind most recently worked in commercial financing for GE Capital and Bank of Montreal where she was an Insurance Claims Analyst.  Rosalind is originally from Joliet, MT and has been back in Billings for four years. She loves to cook and spend as much time hiking in the mountains as she can. Rosalind enjoys serving the community and helping small businesses grow.  Contact Billings PTAC

Kathy Lund, Project Support Specialist

Project Support Specialist

Kathy Lund is a project support specialist in Billings. Kathy has been supporting Montana PTAC and providing assistance to its clients since 2005. In her current role, Kathy shares her time between PTAC and the Small Business Development Center (SBDC). She joined Big Sky Economic Development (BSED) in 1999, working first with the SBDC and, later, with the Business Information Center and the Business Expansion and Retention (BEAR) program. Born in Wolf Point, Kathy is a fourth-generation Montanan. She has three children, six grandchildren and two “catkids.” Kathy and her husband Brandon enjoy taking road trips in their spare time. An enthusiastic photographer, Kathy usually totes a camera on any outing.

Phillip Luebke, CPP

Government Contracting Advisor

Phillip Luebke, CPP is a government contracting advisor in Bozeman. He joined the Montana PTAC staff in 2015.  Phillip earned his Certified Procurment Professional (CPP) designation in November 2016. He is certified by the U.S. Department of Veterans Affairs as a verification assistance counselor. In addition to his PTAC responsibilities, Phillip is the founder and chief executive officer of Brilliant Swim, a swimming products company. Phillip has gained business experience in other industries as well, including wireless telecommunications, craft brewing and marketing communications. Phillip is president of the Bozeman Masters Swim Club, the records chair for the Montana Local Masters Swimming Committee and also serves on the History and Archives Committee for U.S. Masters Swimming. An active swimmer, he holds  Montana state records in a variety of butterfly and freestyle events. Phillip lives near Bozeman with his wife, Karen, their two sons and two big dogs. When time is left over after working, running his business, swimming and spending time with his family, Phillip enjoys mountain biking, hiking and listening to audiobooks and podcasts.

Doug Bolender, CPP

Government Contracting Advisor

Doug Bolender is a government contracting advisor in Kalispell, a position he has held for over 16 years. The Kalispell PTAC is located at Montana West Economic Development (MWED). Before joining Montana PTAC in 1999, Doug was a real estate broker in Kalispell. He was the recipient of numerous achievement awards during his six-year tenure with Coldwell Banker Wacholz  and Company. A graduate of Idaho State University, Doug obtained a bachelor’s degree in business administration. He is also a Certified Procurement Professional (CPP), completing the requirements through the Association of Procurement Technical Assistance Centers. Doug has a working background in accounting and has held supervisory level positions at corporations in Idaho and Montana. Formerly a volunteer for the Smith Valley Fire Department, Doug is well known for his knowledge of wild land firefighting. An avid sportsman and outdoor enthusiast, Doug serves on the board of directors for Flathead Wildlife, Inc. He and his wife Donna have an adult son who also resides in Kalispell. Patty Cox, CPP

Government Contracting Advisor

Patty Cox, CPP is a government contracting advisor in Missoula. The Missoula PTAC is located at the University of Montana, in the Office of Research and Creative Scholarship. Patty began working with Montana PTAC in 2011, supporting both PTAC and the Small Business Development Center (SBDC) at Montana CDC. Previous to assuming full-time responsibilities at PTAC, Patty was the office manager and a business services advisor at Montana CDC, where she was employed for seven years. A Tucson native, Patty spent 25 years in Seattle before moving to Missoula in 2003. In Seattle, she worked in the high-tech, financial services and legal industries, gaining invaluable experience in business operations and management. While working at Montana PTAC, Patty has enhanced her knowledge of government contracting, participating in a variety of professional development and specialized training programs. She is certified by the U.S. Department of Veterans Affairs as a verification assistance counselor. She received her certification as a Certified Procurement Professional (CPP) in March 2015.  An avid reader and masterful cook, Patty enjoys catering special events for family and friends. She lives in Missoula with her husband Chris, son Jack, and favorite four-legged friend Molly.

Lillian Sunwall

Government Contracting Advisor

Lillian Sunwall is a government contracting advisor in Great Falls. Lillian began working for Montana PTAC in 2005, sharing her time as administrative assistant between PTAC and the Small Business Development Center (SBDC) at the Great Falls Development Authority (GFDA). During her tenure at GFDA, Lillian pursued training in government contracting and grants management. In addition to her PTAC responsibilities, Lillian serves as a project manager and business strategist at GFDA. Prior to joining GFDA, Lillian worked for Travel Company of Montana, a position she assumed after obtaining  an associate’s degree in business and information at May Technical College.  A Seattle native, Lillian and her husband moved to Montana – Rolfe’s native state – in 1984. They have a daughter, son and three granddaughters. The Sunwalls have eight horses, a mammoth donkey, and two mini-donkeys. When not camping or horseback riding, Lillian unwinds by singing and playing the keyboard.

John Schneeberger, CPP

Government Contracting Advisor

John Schneeberger is a government contracting advisor in Hamilton. John has been associated with Montana PTAC since 2010. He also serves as an economic development specialist with the Ravalli County Economic Development Authority (RCEDA), a position he has held since 2009. Previous to joining RCEDA and the PTAC staff, John was the founder and owner of Garden City Seeds, Inc., a business he operated for 18 years. He still owns and seasonally operates Garden City Nursery with his wife Karen. They are the parents of three grown children, all graduates of the University of Montana. In addition to his vast experience as a small business owner, John has a bachelor’s degree in political science and economics, which he completed at the University of Montana. John is a knowledgeable botanist and talented artist who creates finely detailed drawings of wildflowers, plants and trees. Contact Hamilton PTAC

Kathie Bailey

Government Contracting Advisor

Kathie Bailey is a government contracting advisor in Lewistown. She joined the Montana PTAC staff in 2009.  Kathie also serves as executive director of Snowy Mountain Development Corporation (SMDC), a position she has held for the past 13 years. Prior to her position with SMDC, Kathie was a Fergus County Commissioner and administrator for the City of Colstrip. Kathie obtained a bachelor’s degree in human services at MSU-Billings and a master’s degree in adult, community and higher education at MSU-Bozeman. Throughout her professional career, Kathie has continued to enhance her knowledge with continuing education and specialized training. In addition to her experience in government contracting, Kathie is certified by the U.S. Department of Veterans Affairs as a verification assistance counselor. Kathie and her husband Rod have two boys and three grandchildren. She currently serves on the governor’s Montana Economic Development Advisory Council and as a board member of the Montana Economic Developer’s Association. Kathie enjoys traveling, gardening, and reading in her spare time.
